The Noble Blue Flower is a plant introduced in the Ratboy's Nightmare update which is the second most expensive gardening item, excluding salamander eggs.
The Noble Blue Seed can be purchased from Mr. Sims in Topple Town or the Green Golem located near the same area or within the Nightmare. Alternatively, Spikers will rarely drop four of these seeds when killed.
After two hours in a plot, the seed will have grown into a large, very happy Noble Blue Flower, which can be talked to. The flower will express its joy at being grown before asking the player what they desire most, resulting in them receiving one of three beans or a piece of Litter before disappearing.
It is currently unknown how much of an impact each of the options has on the item acquired, though it appears each option can yield any of the four.

Oh joyous day! My petals fan out and I feel glourious sun on my face again!
- You... Yes! You are the one who has planted my seed in the dirt. You've given me life adventurer!
Oh a thousand thanks! Now I needn't stay long, my own world calls out to me.
