No noticeable differences can be made between the Black Suit Pants and the Black Pants, however, the Black Suit Pants is clearly made of a different type of cloth, as well as having a black-tinted line at the very bottom of the dress pants.
Overall, the Black Suit Pants is simply a garment that players can wear for vanity, giving no beneficial purposes. It is used in many 'generic' outfits, typically being paired up with the Ghost Mask/Dark Ghost Mask and/or any other head equipment.
